Japan's earthquake warning system announced an M9.9 that never happened
Near the Kamchatka Peninsula · 50.0°N 158.1°E (JMA hypocenter, about 160 km deep) · warning area Hokkaido to Chubu, Japan
JMA, Oct 16: at 12:40 PM JST (11:40 PM EDT Oct 15) the Japan Meteorological Agency issued an Earthquake Early Warning for Hokkaido through the Chubu region after its processing placed the source in the Kuril Islands and estimated magnitude 9.9. The public warning itself carries no magnitude; it names the source area and the regions told to expect strong shaking. The real quake was a preliminary M6.9 near the Kamchatka Peninsula, origin time 12:35 PM JST, about 160 km deep, with a maximum seismic intensity of 1 in Hakodate and no tsunami concern. JMA says one of the causes was distant stations used in the magnitude calculation, because a 700 km exclusion meant to stop this was not working; it applied an emergency fix around 9:30 PM JST and apologized.

Common questions
Which agencies do these notes rely on?
Mostly official weather and science agencies, such as the National Hurricane Center, the National Weather Service and NOAA, and each note names its own source.
How current is a storm note?
Each note carries the time of the advisory it is based on, so check that agency's latest advisory for anything newer.
Is this page a substitute for local warnings?
No; for safety decisions, follow your local weather service and emergency managers, who issue the official warnings for your area.
Why are some earthquake notes listed here?
This page covers Earth events broadly, so some earthquake and volcano notes sit here beside weather, and the Earthquakes hub gathers them in one place.
